I have set network emulator tool Added link for upstream(bandwidth 8kbps) Added filter for IPv4 remote ip and subnet 255.255.255.255 Start the emulation.
My youtube video is also getting disrupted. I expect only network between remote IP and my local should be impacted. What setting am i missing, please advice

I have installed NEWT but it's not detecting my network adapters. I am not being able to throttle the network due to this.

YOu need to download the correct version from the official website and for your Windows architecture and then make sure to use an Administrator account to install it. This will give you access to system resources and the software will be able to recognize the installed adapters.
However, after some more researching, it appears that NEWT has been successfully integrated into the Visual Studio.Net 2010 version. To be able to test the network adapter, that version has to be installed.
I'm trying to configure Network Emulator for Windows Toolkit, but there is nothing seen in RT Traffic Monitor and Packet Monitor.
Steps I followed were:
Click New Channel, select DialUp56K;
Click New link, configure the latency - upstream, downstream;
Click New Filter, add new filter for all and click Close;
Select Toggle Tracing;
Start the emulation.

In order to fix the problem I recommend you update the program to the latest version. I tested its latest version on my computer using the same configuration and the program works without issues:
